Power BI & Content Governance

The Orphan Dashboard:
The BI Problem Nobody Talks About

Your company accumulates dashboards the same way it accumulates technical debt. Quietly. Without anyone noticing. Until the day someone asks: who owns this?

No owner. No SLA. No trust.

The Scene

Who Owns This Dashboard?

"Governance meeting. Someone shares their screen and pulls up a dashboard that shows up in usage reports every single week. Simple question: who owns this? Silence. Everyone looks sideways. The dashboard is two years old, generates 400 views a month, and nobody knows who built it."

This is not the exception. It is the rule in most Power BI tenants I have audited.

Every sprint ships new dashboards. Every analyst who leaves the company leaves reports behind. Every pilot project becomes permanent content without anyone consciously making that decision.

The result is a data graveyard disguised as a knowledge library.

5 Signs Your Tenant Is Out of Control

If you checked 3 or more, your company does not have a Power BI problem. It has a content governance problem.

Diagnosis

The "Build and Forget" Culture

The problem is not technical. It is cultural and organizational. Companies invest heavily in building dashboards. They invest almost nothing in maintaining or retiring them.

How technical debt accumulates

What happens in practice
Analyst builds dashboard
for the Q1 business review.

Meeting happens.
Dashboard stays active.

Analyst leaves the company.
Dashboard keeps running.

2 years later:
400 views/month.
Stale data.
No owner.
Nobody knows how to retire it.
What should happen
Analyst builds dashboard
with a defined owner and
a review date attached.

Owner evaluates: keep,
update, or archive?

Active content lifecycle:
creation, certification,
review, retirement.

Clean tenant.
Trustworthy content.

The orphan dashboard is the symptom. The root cause is the absence of a content lifecycle process for BI assets.

According to Forrester, companies have on average 40% of their BI content abandoned or outdated in their environments. That content is not neutral: it creates noise, confusion, and erodes trust in data.

The Solution

Ownership Architecture: Every Dashboard Has an Owner

The solution is not to restrict content creation. It is to build a system where every BI asset has an accountable owner, a defined lifecycle, and a clear retirement criteria.

The 4 Layers of Content Governance

1
Workspace Governance Structure Mandatory naming convention: [Area]-[Purpose]-[Environment]. Example: Sales-Pipeline-Prod. No workspace gets created without it.
2
Endorsement as a Quality Contract Promoted: reviewed by the team. Certified: approved by the Data CoE. No endorsement: experimental content, not for critical decisions.
3
Data Owner + Report Owner Defined Every dataset has a Data Owner (accountable for the data). Every report has a Report Owner (accountable for the analysis). Both registered in the workspace.
4
Lifecycle with Mandatory Review Date Every piece of content is born with a required review date (90 or 180 days). At review: keep, update, or archive. No review means content is automatically flagged as deprecated.

The Tenant Audit Script

PowerShell + Power BI REST API - orphan content inventory
# Connect to Power BI Service

# List all workspaces
$workspaces = Get-PowerBIWorkspace -All -Scope Organization

foreach ($ws in $workspaces) {
    $reports = Get-PowerBIReport -WorkspaceId $ws.Id

    foreach ($report in $reports) {
        [PSCustomObject]@{
            Workspace    = $ws.Name
            Report       = $report.Name
            DatasetId    = $report.DatasetId
            # Check whether owner is defined in metadata
            # Check last refresh date
            # Check whether dataset has endorsement
            LastRefresh  = $report.ModifiedDateTime
            IsOrphan     = ($ws.Users.Count -eq 0)
        }
    }
} | Export-Csv "bi-tenant-audit.csv" -NoTypeInformation

What to Do This Week

Content governance does not start with a new platform. It starts with a decision and a spreadsheet.

A clean tenant is not a utopia. It is the result of a deliberate and repeatable process. Most companies have never run a first audit. You can run yours this week.

The Orphan Dashboard Costs More Than You Think

How many orphan dashboards exist in your tenant right now?

Drop your number in the comments after running your first audit. How many ownerless workspaces did you find? The conversation starts the moment you open the Admin Portal.
